It is emphasized that the water intake can be made using simple structures, such as:
- digging and digging wells;
- kaptai small springs;
- marginal wells.
This directly applies to the use of aquifers for water supply to an individual plot of land, a small farm, a garden plot, and other small objects..

Compliance with the specified conditions of subsoil plots for each region is established by Roskomnedrai subdivisions and state and local authorities of the federal subjects. Additional conditions under which a license is not required are determined in a similar manner.
These include the following parameters:
- volume of marginal water withdrawal;
- land area for the organization of water supply.
Important. It is worth noting that this provision applies only to wells that have been drilled to the first aquifer. The depth of occurrence is determined by local Roskomnedra units. To the well, which affects artesian water, obtaining a license is mandatory for all.

In order to inventory the water balance of the territories, registration of wells and shallow wells for individual use in the FRS is carried out, and these objects are included in the technical passport BTI. But no taxes in the current legislation on them are provided.
Important. Each well must have a passport. It must be issued by the organization with which the private owner has entered into an agreement for drilling a well. Sometimes unprincipled persons issued two passports per well. One where its actual depth is indicated, and the second with a smaller value. For commercial use
Drilling a well to any aquifer for commercial use requires a permit. Such permission is a license for subsoil use.
